TESDA was created under a legal mandate in 1994. RA 7796 called for the participation of various units of the government to create programs that will development the technical and vocational skills of the country’s human resources. The Technical education and Skills Development Authority (TESDA) was created when the following units converged: Bureau of Local Employment (BLE), Department of Education, Culture and Sports (DECS), Bureau of Technical and Vocational Education (BTVE) and the national Manpower and Youth Council (NMYC).
TESDA aims to develop programs that will highlight the technical and vocational skills of Filipinos. Programs must be integrated into the existing industries that make Philippines as their base camp, coordinate with those industries on the specific skills that they need for manpower and monitor the trends in those skills that are being develop over time. TESDA also aims to create middle level manpower and have more effort in strengthening programs to develop it. TESDA management should also create standardized tests to promote a specific level of quality of graduates of the programs to be able to provide industries with top notch skills to help them with the business. TESDA is also tasked to outline and implement accreditation measures and systems for various industries, organizations and institutions that are engaged in middle level manpower development. This is to ensure that they are developing other Filipinos to be at a level of standard for various industries. TESDA is expected to fund its projects and programs as well as provide instruction for all students and teachers involved in the programs.
TESDA has a very big responsibility in developing a large chunk of the Filipino population in terms of technical and vocational skills and knowledge. They are directed towards a goal that envisions Filipinos to have jobs that can bring them income to help them during the challenging financial situations that Filipinos face. TESDA answers the call of many industries and companies that invest in the Philippines. They aim to provide these investing companies the manpower that they need to help their business prosper. TESDA creates the bridge that connects the Philippines to other countries as they provide educational assistance to Filipinos who can be hired by these industries in the coming years.
TESDA is working with the Filipinos and the Filipino government in order to widen the window of opportunity for jobs and total country revenue by creating strategic decisions to target industries that have a high demand for manpower and technical knowledge. TESDA will develop effective programs to address the need of the industries and create very able Filipinos who are efficient with their work to add value to their life and daily living. TESDA aims to create a sense of nationalism and integrity with their graduates to help build a nation that commits itself to economic development
